The project is implemented in relation to the Strategic Plan for Biodiversity and the Targets for 2011-2020, adopted in the city of Aichi (Japan) during the 10th Conference of the Parties (COP) to the Convention on Biological Diversity (CBD) (Decision X), whose implementation is mandatory, with the aim of promoting the effective implementation of the Convention on the basis of a strategic approach, including a common vision, mission, and strategic goals and objectives (the Aichi Biodiversity Targets), which will serve as the basis for broader action by all parties and stakeholders.
The implementing agency of the Global Environment Facility for the project is the United Nations Environment Programme (UNEP), which supports this project, implemented by the State Agency for Environmental Protection and Forestry of the Kyrgyz Republic.
In particular, as part of the project, a review of the existing National Biodiversity Strategy and Action Plan will be carried out, on the basis of which a new Strategy will be developed, including implementation mechanisms and responsible bodies, and a 5th National Report on Kyrgyzstan’s fulfillment of its obligations under the Convention on Biological Diversity will be prepared, in accordance with Article 26 of the Convention and Decision X/10 of the 10th Conference of the Parties (COP).
National reports are an essential tool for the COP in fulfilling obligations under the Convention, by providing material for preparing the Global Biodiversity Outlook. The Fifth National Report will serve as the main source of information for the mid-term review of the implementation of the Strategic Plan for Biodiversity 2011-2020, to be considered at the 12th Conference of the Parties.
Unlike previous activities, this project will also serve as a basis for developing communication tools aimed at attracting the attention and participation of stakeholders in incorporating biodiversity issues into national and global programs.
In addition, in accordance with the Decision of the Conference of the Parties to the CBD held in Aichi in 2010, the project will also focus on integrating biodiversity into poverty reduction.
The project’s main goal is to review the existing Strategy and Action Plan for Biodiversity Conservation of the Kyrgyz Republic and to prepare the 5th National Report on Biodiversity Conservation under the CBD.
Project activities will include:
1) Inventory and assessment of the state of biodiversity;
2) Determination of national goals, principles, and priorities of the Strategy;
3) Development of the Strategy and Action Plan;
4) Development of implementation plans and related activities;
5) Institutionalization, monitoring, reporting, and information exchange.
In addition, this project will address issues related to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (Nagoya Protocol).
This «comprehensive approach» will create synergy and help integrate biodiversity issues.
As part of the project, an Action Plan will be developed for key biodiversity conservation problems, based on an analysis of the state of species and ecosystem diversity, as well as the economic, institutional, legal, educational, and scientific capacity of the republic.
Experts from ministries and agencies, scientific institutions, universities, business structures, non-governmental organizations, the media, and all other stakeholders will be involved in preparing the National Biodiversity Strategy and Action Plan and the fifth report.
The NBSAP will be developed in accordance with the Strategic Plan for Biodiversity 2011-2020 and the twenty Targets adopted during the 10th Conference of the Parties to the Convention on Biological Diversity (Decision X), whose implementation is mandatory, with the aim of promoting the effective implementation of the Convention on the basis of a strategic approach, including a common vision, mission, and Strategic Goals and Objectives (the Aichi Biodiversity Targets), organized around five strategic goals. The goals and objectives include both (i) aspirations for achievements at the global level and (ii) a flexible framework for establishing national or regional targets. These goals will serve as the basis for broader action by all parties and stakeholders.
This activity was of strategic importance, as it made a significant contribution to shaping national policy and strategy on biodiversity conservation in Kyrgyzstan. «BIOM»‘s participation in developing information blocks and reports helped provide a more effective assessment of the state of biodiversity, as well as identify priority measures for its conservation and the sustainable management of natural resources in the country. These efforts helped support and strengthen Kyrgyzstan’s position in biodiversity conservation, both nationally and internationally.
