With the aim of more productive promotion of energy saving and energy efficiency ideas in Bishkek, as a result of long-term effective cooperation, the three Parties involved in this process have reached the conclusion about the necessity of officially certifying their joint activities.
The Ministry of Energy and Industry of the Kyrgyz Republic, the Norwegian Society for Nature Conservation “Naturvernforbundet” and the Ecological Movement “BIOM” signed a Memorandum of Cooperation on March 4, 2015, for a period of 3 years. The document was signed by Minister Turdubaev Kubanychbek Apyshevich, the energy saving project manager Dag Arne Hoystad, and the Chairman of the Board of ED “BIOM” Korotenko Vladimir Alexandrovich.
This memorandum demonstrated the important fact that all Parties recognize the alignment of goals in the field of energy efficiency and renewable energy development, as well as the partnership between government agencies and civil society institutions, and declare a joint commitment to create the necessary conditions for promoting energy efficiency, renewable energy sources, and low-carbon development in the territory of the Kyrgyz Republic.
The Parties agreed on cooperation and partnership in such key areas as:
– promoting the development of a sustainable energy sector, focusing on the promotion of energy efficiency ideas and the use of renewable energy sources for the development of clean energy and improving the quality of life of local communities;
– implementing projects for conducting energy audits and developing energy passports for enterprises and boiler houses of educational institutions in the republic;
– developing recommendations for energy-efficient measures for conducting energy audits in educational institutions of the Kyrgyz Republic;
– providing assistance to the Ministry of Energy and Industry of the Kyrgyz Republic in implementing the Energy Efficiency Action Plan when financial resources are available;
– assisting in the development of guidelines and materials on energy-efficient measures for budgetary organizations, including schools;
– assisting ministries, agencies, and local self-government bodies of the Kyrgyz Republic, in cooperation with other international organizations in developing and promoting state policy in the field of energy efficiency and the use of renewable energy sources;
– conducting joint information campaigns to promote energy efficiency policies, including the development and publication of informational materials, and coverage on the information websites of the Parties;
– organizing joint events aimed at supporting policies on energy efficiency, the use of renewable energy sources, and low-carbon development in the territory of the Kyrgyz Republic;
– conducting joint conferences, seminars, campaigns, and other thematic events aimed at ensuring effective exchange of experience, knowledge, and developments in the field of energy efficiency, renewable energy sources, and low-carbon development.
According to the coordinator of the “Energy Saving for a Stable Future” Project, Natalia Bogatova, each of the Parties voluntarily undertakes specific commitments within their competence.
Thus, the Ministry of Energy and Industry of the Kyrgyz Republic committed to providing all possible assistance in conducting various joint actions and thematic events on energy efficiency, renewable energy sources, and low-carbon development; engaging specialists to discuss issues, problems, and prospects for implementing, developing, and improving energy efficiency and the use of renewable energy sources; assisting in organizing exhibitions, seminars, and conferences aimed at implementing, developing, and improving energy efficiency and the use of renewable energy sources. The Norwegian Society for Nature Conservation intends to continue providing Kyrgyzstan with consulting, methodological, and technical support within the framework of joint projects and ensuring access to resources and information exchange between national and foreign partners. The Norwegian Party also intends to assist in attracting donor resources for implementing innovative technologies, methods, and activities in the field of energy efficiency, small-scale renewable energy sources, and low-carbon development in our country.
“BIOM” takes on the task of continuing the implementation of practical energy-saving measures in schools, conducting communication activities and exhibitions to promote energy efficiency and the use of renewable energy sources within the frameworks of SPARE projects, and organizing tours to demonstration projects implemented as part of the “Clean Energy” Program. “BIOM” is a member of interagency working and expert groups created by the Ministry of Energy and Industry of the Kyrgyz Republic and actively participates in their work.
This Memorandum serves as a guarantee of proper fulfillment of the obligations undertaken by the Ministry of Energy and Industry of the Kyrgyz Republic, the Norwegian Society for Nature Conservation “Naturvernforbundet,” and the Ecological Movement “BIOM” to assist in the development of intergovernmental cooperation and to strengthen it through the organization of events on energy saving and energy efficiency.
