Project “Stimulating and Monitoring Education Reforms in the Kyrgyz Republic (2015-2017)”
Introduction: The project “Stimulating and Monitoring Education Reforms in the Kyrgyz Republic” was implemented from 2015 to 2017 in cooperation between the Konrad Adenauer Foundation and the Environmental Movement “BIOM,” with support from the European Union. The project’s goal was to strengthen the role and improve the capacity of Public Councils of government bodies in decision-making on education-system reform, and to increase the transparency of these reforms for society.
Goals and objectives of the project: The project’s main goals and objectives were:
Strengthening the role of Public Councils: the project sought to increase the influence of Public Councils of government bodies in the education decision-making system, making them more active participants in reforming the education system.
Improving the transparency of reforms: the project aimed to improve the transparency of education reforms and ensure public access to information about reform processes.
Engaging civil society: the project actively supported the involvement of civil society in the processes of policy development, decision-making, and implementation in the education sector.
Building expert capacity: the project sought to strengthen expert capacity in education, which contributed to qualitative changes in the education system.
Project activities: The project included the following key activities and components:
Monitoring and analysis: monitoring was carried out in several thematic areas, such as the content of education, the safety of the educational environment, and others. This monitoring included analysis of regulatory and strategic documents in education, an assessment of the current state of the education sector, and the development of recommendations for the further development of reforms in these areas.
Civil society participation: the project facilitated the organization of structured cooperation mechanisms and multilateral consultations between government structures, including the Ministry of Education and Science of the Kyrgyz Republic, and civil society.
Development of methodological recommendations: the project provided for the development of methodological recommendations on organizing monitoring of the employment of graduates of primary vocational, secondary vocational, and higher education systems.
Conclusion: The project “Stimulating and Monitoring Education Reforms in the Kyrgyz Republic” contributed to the active participation of civil society in shaping and implementing education policy, as well as to ensuring transparency and accessibility of information about education reforms. The project laid the groundwork for more effective and higher-quality changes in Kyrgyzstan’s education system.
